Actually the first real human rights improvements came after the French/American Puppet Saigon Government torture freaks were sent into exile. What does Ms Hillary think we’re going to do, threaten to go in and get whupped by them yet a second time? Maybe if she could get U.S. troops, and Cops, over whom she has at least SOME nominal authority, to just freakin’ QUIT KILLING PEOPLE for such crimes as Dissent, Dark Skin Color, and of course my personal favorite, Dissenting While Dark… at home and in the Conquered errr “Liberated” Territories.
