The balloons weren’t released from North Korea, but from a Korean version of Elementary School. Do Chiang. Which is also the name of a Tae Kwon Do school. That’s the only way I know it.
Apparently some folks witnessed what they thought were small parachutes drifting into the trees and panicked, dialed Nine-Eleven.
